Purpose of the Assignment

Provide on-the-ground technical support and oversight for implementation of the United Nutrition Information System for Ethiopia (UNISE).

Assignment Tasks:

Under the supervision of the Nutrition Specialist (P4), the UNISE Implementation Support Manager is expected to:

  • Provide indirect technical support during the UNISE piloting phase including:
  • Support UNISE System and Database Developer in conducting training of trainers at Federal and Regional level for pilot development and cascade trainings to pilot zones and woredas.
  • Deploy the UNISE system and tools to woredas selected for pilot test, provide technical support in the field of coding and database maintenance during the pilot phase, and provide debugging to the trainee's in case of software errors.
  • Update and troubleshoot the system as per the needs identified from the pilot.
  • Document lessons learned, challenges and recommendations from the pilot
  • Provide direct technical support during the UNISE roll-out
  • Conduct trainings of trainers at regional levels on supervision the UNISE data collection and conducting data analysis.
  • Conduct when possible or support remotely cascade trainings to zones on supervising the UNISE data collection and conducting data analysis.
  • Provide technical support in the field of coding and database maintenance, and conduct trouble-shooting and debugging for woreda-level deployment of the UNISE APPLICATIONS.
  • Support redeployment of the UNISE if applications and outputs are modified
  • Provide on the ground support for maintenance and management of the system.
  • It is to be noted that each task requires intensive travel to regions, zones and woredas.

    Expected Deliverables

  • Submission and approval of UNISE pilot deployment progress report.
  • Submission and approval of weekly/bi-weekly UNISE roll-put progress report.
  • Submission and approval of final report on UNISE deployment including lessons learned and recommendations.
  • Qualifications of Successful Candidate

    Education

    A first degree in Computer Science or Computer Engineering or Electrical Engineering or Information System Management, with proven software development skills.

    Years of relevant experience

    5 years of documented and progressive work experience in computer and software implementation and configuration domain.

    At least one previous experience in similar assignment.

    Technical Competencies

  • Good knowledge of MS SQL 2014, Microsoft Visual Studio framework 2013, DevExpress development framework, C# programming language, HTML 5.
  • Skills in debugging and fixing software errors.
  • Competence in configuring, maintenance and troubleshooting Servers, Server Operating system (Microsoft windows server 2012 roles and feature)
  • Ability at preparing System and User level trainings to the user of the software
  • Capacity in troubleshooting in TCP/IP networks, for ensuring connectivity and software usage
  • Language requirements:

  • Fluency in English is required.
  • At least a local Ethiopian language is essential

    VACANCY ANNOUNCEMENT

    Embassy of Finland in Addis Ababa is looking to employ one “Advisor for Water and Agricultural Growth (locally engaged)” on a full time basis, starting from October 2013.

    Advisor’s tasks

    As a team member advising the Embassy on water and agricultural growth related issues, the Advisor will be responsible for preparation and follow-up of Finnish funded development programmes in Ethiopia in the water sector (including water resources and WASH) and the agriculture sector (with an emphasis on agri-business development) under the supervision of the Counselor for Water Land Administration and Agriculture. S/he will also support the Embassy with information on overall sector development . Main tasks are :

    • Assist the Embassy in preparation of support to water sector programme in bilateral and multilateral development cooperation
    • Supporting the Embassy in preparation of support to agricultural growth related programmes in bilateral and multilateral development cooperation,
    • Assist the Embassy in matters relating to the oversight of water and agricultural growth related programmes in bilateral and multilateral development cooperation
    • Following the development of the water sector in Ethiopia, participate in sector platforms, dialogue and coordination between GOE, donors and Civil Society (CSOs);
    • Participate in the reporting of the Embassy with inputs from the areas of responsibility in coordination with the Counselor;
    • Participate in sector events and programme oversight missions in Ethiopia, in the Region and abroad as required;
    • Act as replacement for the Finnish Counselor as per need
    • Perform any other duties defined by the Head of Mission or Head of Cooperation

    Qualification and Skill:

    • At least a Master's Degree in any one of the following disciplines: water resources management, soil and water conservation, natural resources management, rural development, water resources, agriculture, economics, environment.
    • At least ten (10) years of relevant working experience after graduation in water sector and/or agriculture sector
    • Experience in project management of multi-disciplinary working teams
    • Experience in project planning, management, and appraisal
    • Experience in capacity building, training and institutional development of governmental organizations;
    • Excellent interpersonal, communication and negotiation skills,
    • Excellent analytical and report writing skills
    • Strong ability to work under pressure
    • Proven experience in working with national and international experts, consultants, and governmental and non-governmental agencies.
    • Excellent command in written and spoken English and Amharic
    • Active user of Microsoft Office products and GIS and database applications
    • Availability to travel in country, in the Region and abroad as required
    • Previous experience with donor agencies or other international environment is an advantage

    Salary is negotiable.

    The employment will commence with a probationary period of six months.
