Norfolk County Council says 392 schools in Norfolk currently have asbestos on their premises.

However, it said the list is subject to regular change.

Roger Smith, chairman of the council’s Children’s Services Committee, said: “The Health and Safety Executive states that asbestos does not pose a risk to health when it is intact and in good condition. In line with this and with the current legislation, we are confident in our management of sites that include asbestos-containing materials.

“We have a dedicated asbestos monitoring team that undertakes visits to every school site in Norfolk with asbestos-containing materials to check on their condition, and will remove any asbestos that they assess to be necessary.

“Over the last seven years the county council has spent more than £2.8 million to remove asbestos-containing materials from our buildings, including many schools, and will continue to implement programmes of removal where the monitoring process indicates that this should be done.”

These are the Norfolk schools listed as having asbestos on their premises. Those marked with an asterisk (*) are academies, where the council is not responsible for asbestos.

Thetford Academy principal Adrian Ball has been promoted to director of schools at its sponsor, the Inspiration Trust – leading Kevin Blakey, a former vice-principal at Thetford, to take up the top position.

Mr Blakey’s previous role as principal at East Point Academy in Lowestoft will now be taken by Richard Dolding, who has been vice-principal at the coastal school for the past 18 months.

Mr Dolding is the third new headteacher to take over at one of the town’s four high schools in the past two months, with Anthony Walker taking over the reigns at Pakefield High School and Ben Driver replacing Peter Marshall at Ormiston Denes Academy.

However, Mr Blakey will still retain a link at East Point as executive principal, where he will be meeting with Mr Dolding regularly to offer advice and guidance.

Mr Blakey said: “It’s fantastic to be returning to Thetford Academy and to be able to build on the great work by Adrian Ball as principal, our students, and our staff – both in and out of the classroom.

“My priority over the coming weeks is to meet as many students and families as possible and understand how we can best take the academy forward in the future.

“I’m aware of how important the academy and sixth form are to the town and I want to ensure we continue to work together to improve.”

Mr Dolding, 44, said Mr Blakey’s involvement at East Point would help to ensure stability and continuity for the coastal school.

He praised Mr Blakey for “putting some fantastic building blocks” in place as well as a systemic plan for improving results at the school, which saw a huge rise in the proportion of students achieving five A* to C grades at GCSE, including English and maths, this year.

“It’s been about creating accurate assessment of individual students, diagnosing what they need to improve and offering them the right therapy to help them improve, learn and make progress,” Mr Dolding said.

“It’s also about students not being happy with just passing exams but doing the best they can.

“It’s really about continued improvement and striving for the best. We want everyone to have the aspiration to do the very best they can.

Thetford Academy

Thetford Academy took over the former Rosemary Musker High School and Charles Burrell High School sites in the town in 2010.

It moved all its pupils to the Rosemary Musker site on Croxton Road in September 2013 after the construction of a new £19m building.

In July that year the school was taken over by the Inspiration Trust, run by Dame Rachel De Souza, after being put into special measures by Ofsted four months earlier.

Incumbent Adrian Ball took over as principal in September 2013 and has since worked to turn around the school’s ailing performance, attendance and reputation.

Mr Ball, former vice principal at Ormiston Victory Academy, helped to bring the 11-19 secondary school up to a good Ofsted rating in less than 18 months.

Its 2016 A-Level results recorded more than 70pc A*-C grades, and it has worked to improve provision for its students who speak English as an additional language.

In summer 2014 the academy was dogged by allegations it was tipped off about an upcoming Ofsted monitoring inspection – claims which were fiercely denied by Mr Ball and Dame Rachel. A review eventually concluded no improper prior warning had been given.

After leaving the academy Mr Ball has become Inspiration Trusts’s director of schools.

“We’ve got to keep moving forward and can’t rest on our laurels.”

Education bosses are putting an urgent action plan in place at Downham Market Academy after a warning that “the standards of pupils’ performance” were “unacceptably low”.

It comes just a month after the principal Jon Ford stepped down with immediate effect, following news that results at the school had not improved. Phil Hearne was appointed as interim principal for the rest of this academic year.

A warning letter was sent by the regional schools commissioner , who oversees academies, after a recent visit raised concerns.

It does not mean that the school could be shut down, but if performance standards do not show a rapid improvement, a decision could be taken to find another sponsor for the academy.

The school is part of the CWA Academy Trust, whose chief executive David Pomfret said: “The trust leadership ...recognises that progress towards improving standards in the past two years has not been sufficient.

“As a result, the trust is putting in place a detailed action plan and additional resources to address the issues raised by the RSC, particularly around concerns about the quality of leadership, weakness in marking, assessment and feedback, poor behaviour for learning and weak teaching and learning.”

He added that Mr Hearne, who has a track record of transforming under-performing schools, would oversee the changes required during the rest of this academic year.

Mr Pomfret added: “The trust is fully committed to supporting Downham Market Academy to become a successful school where parents can be confident their children will be supported and inspired to achieve their academic potential, and I believe the plan we are now implementing will deliver this.”
