For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

Purpose of the Assignment:

Assess/evaluate the implementation of the Integrated Community Based Participatory Planning (ICBPP) programme. Produce a comprehensive programme document and tools for systematic integration of children issues and child and/or adolescent participation in local level planning process in the Ethiopian context.

Assignment Tasks:

The specific tasks to be performed include but are not limited to the following:

  • Develop an inception report with a work plan and detailed outline and agree on the plan with UNICEF.
  • Assess/evaluate implementation of ICBPP in sample woredas (to be selected with UNICEF) based on the following general parameters and/or focus areas as well as questions/points to be discussed and agreed up on at the inception report preparation stage:
  • Relevance: Examine the relevance of ICBPP strategy in supporting the GTP goal of establishing genuine links between community and different government administration levels in development processes and in reinforcing accountability
  • Efficiency: Examine the efficiency with which ICBPP has been rolled-out in the pilot kebeles/tabias and woredas and how the scale-up to the other regions and woredas has worked.
  • Effectiveness: Assess level of progress and results as to strengthening community participation through delegation of power and partnership between the community and local government.
  • Impact: Assess changes in kebeble and woreda level development plans focusing on quality, responsiveness to local needs and priorities and capacity of government agencies
  • Sustainability: Assess level of ownership by the government and community including integration in the existing government and community structures
  • Child Participation: Assess existing government and community (children) structures, practices, opportunities, constraints and institutional capacities for systematic consideration of child friendliness of systems/services and for the incorporation of child and/or adolescent participation in planning particularly in the ICBPP process
  • 3. Produce a comprehensive report of the rapid assessment not more than 40-45 pages in length and a PowerPoint presentation for a review and validation meeting.

    4. Engage with the principal actors working on child and adolesent participation including but not limited to the Ministry of Finance and Economic Cooperation (MoFEC), Ministry of Women and Children (MoWCA), the Ethiopian Institute of Ombudsman, United Nations agencies, non-governmental organizations, etc. to inform the development of UNICEF's programme on child participation.

    5. Produce a comprehensive programme document for systematic integration of issues of children and implementation on child and/or adolescent participation in the planning process that will be developed in the Ethiopian context taking into account the variations across different regions.

    6. Conduct a desk review of the existing tools on community participation and revise these tools to make sure a child and/or adolescent participation component is incorporated.

    7. Produce a summary brief and a PowerPoint presentation on the mainstreaming of child issues within ICBPP and the child participation programme document.

    8. Provide brief status updates on all activities to UNICEF SPESI.

    The consultant shall liaise with all relevant sections in UNICEF, government offices and non-governmental organizations to undertake the assignment.

    Expected Deliverables

  • Develop an inception report which includes a detailed scope, evaluation framework, methodology and an outline for mainstreaming child issues in ICBPP and developing a child and/or adolescent participation programme document and agree on the plan with UNICEF.
  • Field work at kebele/tabia and woreda level with a brief report of progress produced on last day of the field work.
  • Draft of the assessment report (synthesis) not more than 40-45 pages in length.
  • Present an advanced draft of the child issues mainstreaming and child and/or adolescent participation in local planning process programme document.
  • Present the revised advanced drafts for half of the existing community participation tools with child issues mainstreamed and child and/or adolescent participation incorporated.
  • Present the revised advanced drafts for the remaining half of the existing community participation tools with child issues mainstreamed and child and/or adolescent participation incorporated.
  • Presentation of the assessment findings and the child issues mainstreaming and participation document in validation/review meeting.
  • Final edited report of the ICBPP rapid assessment with an executive summary, addressing all the comments.
  • Deliver a finalized child participation in local planning process programme document, a summary brief and a PowerPoint presentation of the final child participation programme document, as well as final versions of the revised community participation tools with child issues mainstreamed as well as a tool developed for child and/or adolescent participation.
  • Qualifications of Successful Candidate

    Education

    The national consultant should have:

    Academic qualifications advanced degree in human rights, social work, sociology, law or in any related social science.

    Years of relevant experience

  • Employment experience A minimum of five years professional relevant work experience in the area of community engagement, programme evaluation, programme development related to child and adolescent participation.
  • Competencies of Successful Candidate

    A solid knowledge of Ethiopia's community level actors and local governance structures, as well as the ability to link various actors and relevant structures that pertain to child participation across different sectors.

  • Strong analytical and writing skills.
  • High proficiency in English and Amharic as some of the documents to be utilized for the analysis are in Amharic, but deliverables will be presented in English.
  • Ability to complete the task in a tight schedule and with limited supervision.

    SSC Junior Engineer Eligibility Criteria: Staff Selection Commission (SSC) Junior Engineers (Civil, Mechanical, Electrical, Quantity Surveying and Contract) Examination required following eligibility conditions….

    Eligibility Conditions:
    1.Nationality/Citizenship: A candidate must be either:
    (a) a citizen of India, or
    (b) a subject of Nepal, or
    (c) a subject of Bhutan, or
    (d) a Tibetan refugee who came over to India before the 1st January 1962 with the intention of permanently settling in India, or
    (e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania(Formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
    Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

    2. Age Limit:
    (i) 18-27 years for Junior Engineer (Civil & Electrical) in CPWD and Department of Posts
    (ii) Not exceeding 30 years for Junior Engineer (Civil) and Junior Engineer (Electrical & Mechanical) in MES
