Job Description:

Implementation of Policies, Guidelines and Manuals:

  • Ensure the implementation of HELVETAS’ policies and guidelines (Personnel Policy, Human Resource Policy, Gender and Social Inclusion policy, ICT Policy, Financial Policy, Administrative Policy etc) and other specific policies related to the programme.
  • Ensure full compliance with HELVETAS Swiss Intercooperation Nepal procedure on inclusive workforce policy.
  • Ensure adherence to the Security Response Guidelines (SRG) by all the staff.
  • Ensure Conflict Sensitive Programme Management at all levels.
  • Ensure the creation of an enabling environment for all the staffs by ensuring a discrimination free environment through the implementation of the Sexual Harassment Policy.
  • Ensure that the Human Resource Information System is updated and functions well.
  • Ensure compliance with, and implementation of the sector specific HELVETAS Swiss Intercooperation Nepal Country Programme.
  • Implement HELVETAS’ Code of Conduct Against Corruption.
  • Ensure that all the terms and conditions agreed with relevant stakeholders, including donor/s, are followed.

Overall Management and Programme Implementation:

  • Be responsible of overall management of the Programme and ensure that the expected outputs and outcomes - as stipulated in the programme document/s – are achieved.
  • Provide technical support to the programme staffs and partners at local and national levels and assure high standard of technical quality within the programme.
  • Provide strategic direction to the programme and ensure effective and efficient implementation
  • Work efficiently and effectively with the programme’s external technical advisor whenever needed
  • Prepare for and conduct steering committee meetings.
  • Facilitate the process for the development of Programme, Phase Implementation Plans, Yearly Plan of Operation, annual budget, semi-annual and annual progress reports, outcome-based report as per the need of HELVETAS and donor.
  • Prepare for and conduct steering committee meetings.Organize quarterly, semi annual and annual review and planning meetings involving PO and stakeholders as appropriate.

Programme Monitoring, Evaluation, Documentation and Reporting:

  • Develop and establish an appropriate participatory monitoring and evaluation system for the project in close collaboration with relevant programme staff, technical experts and other relevant stakeholders.
  • Monitor the implementation of programme activities through regular field visits and interactions with communities, local partners, relevant government bodies and other stakeholders.
  • Analyze monitoring data to assess the programme’s progress, to review programme strategies and to devise better programme strategies and approaches if needed.
  • Organize periodical review and planning meetings with partner organizations.
  • Provide technical support to strengthen the Monitoring & Evaluation systems of partner organizations as appropriate;
  • Document and disseminate programme experiences, best practices, success stories and lessons learned both within and outside HELVETAS Swiss Intercooperation Nepal programmes.
  • Commission studies as appropriate and ensure high quality of such studies.
  • Participate actively in the HELVETAS wide experience sharing through internet and other means.
  • Based on lessons learnt, play key role in devising appropriate migration related policies.

Administration and Financial Management:

  • Take overall responsibility for programme finance and assets.
  • Ensure that administrative systems are established and maintained in the programme as per the requirement of HELVETAS and donor/s.
  • Prepare annual programme budget and accommodate necessary revisions.
  • Ensure that periodic financial statements and reports are prepared within the stipulated deadlines.
  • Authorize payments as per HELVETAS Swiss Intercooperation Nepal’s policies.
  • Monitor programme expenditures and take necessary action to ensure that expenses stay within acceptable limits.
  • Ensure quality and effectiveness of internal and external audits.

Coordination, Representation and Networking:

  • Maintain good relationship with in house programmes/staffs and other stakeholders.
  • Represent programme in the capacity of Team Leader in the relevant seminars, meetings, workshops.
  • Support for the development of networks and other co-ordination activities with all concerned stakeholders at different levels.
  • Coordinate and network with relevant stakeholders for the implementation of the programme at district, regional and national level as per the needs of the programme.
  • Contribute actively to the sharing of experiences, reflections and leanings.
  • Proactively communicate with HELVETAS about the project and other relevant matters.

Human Resource Development:

  • Take leadership in staff management and ensure high performance and a good working environment within the programme team.
  • Orient staff on HELVETAS Swiss Intercooperation Nepal's Performance Appraisal System and assist them through performance appraisal reviews.
  • Identify staff development needs and develop plans to address these needs.
  • Provide coaching and mentoring to programme and other staff to strengthen their skills and job performance.
  • Ensure that all staffs receive adequate and timely orientation and backstopping support.
  • Improve own skills, knowledge and efficiency by attending adequate courses/meetings or by other means as agreed with the line manager.

Other Specific Responsibilities:

  • As a senior staff member of HELVETAS Swiss Intercooperation Nepal support the organizational development of HELVETAS Swiss Intercooperation Nepal as an independent, efficient and innovative organization.
  • Participate in the general development of the HELVETAS country programme as part of programme staff.
  • Professionally discharge other tasks assigned by CPD and lead person to PO.
  • Be proactive in bringing innovations and new initiatives into the programme and the organization.

  • Duration: 2 years contract, with possibility of extension
