We seek applications for the following position to be based in Hong Kong in our Ship Management Division.

Regional GM (Marine HR)

Report to the Marine Director, this role is two-fold:

(1) Responsible for engaging, assigning sea staff in the region of responsibility (all regions except Indian Sub-continent, China & Singapore) and developing qualified and competent sea staff (all regions except Indian Sub-continent & China) in accordance with the Company's policies and procedures, and ensuring the training of crew, compliance with regulations, crew satisfaction and retention, and owner/client satisfaction to achieve business results.

(2) Responsible for the formulation and implementation of Marine HR strategy and policies and common standards of operation in all regions that ensure Wallem’s policies and procedures and business goals are achieved. 

Key Responsibilities & Accountabilities

Operations & Management

  • Supports client relationships and new business prospects regarding Marine-HR management.
  • Reviews crew costs budgets and reviews with ship owners as when required.
  • Supports the negotiation with manning agents on seafarers’ wage scales and service fees.
  • Assists with negotiations with local and international seafaring unions regarding employment terms & conditions.
  • Provides guidance, training and coaching to subordinates to ensure Marine-HR performance is adhered to the company’s standards and requirements.
  • Directs and oversees the smooth operation of the crewing function within the region of responsibility.
  • Liaises with Learning & Development Director to oversee “value add” crew training.
  • Monitors expenses of the regional offices submits monthly variance reporting tracks against budget.
  • Analyzes the monthly and annual key performance indicators and industry trends with respect to crewing.
  • Ensures that all reporting employees adhere to company policies and procedures.
  • Communicates expectations to direct reports, manages performance and provides leadership and support to team members.
  • Measures and monitors key indicators of service delivered. Supports other managers in meeting their objectives as well.

People and Performance

  • Aligns the Sea Staff to the Company's True North Values and culture, and ensures values are cascaded amongst crew.
  • Heads the other Marine HR teams under management to set targets and ensures deliver on recruitment and selection.
  • Ensures adequate and qualified Marine HR Shore Staff, and participates in the selection process where necessary.
  • Develops, implements & co-ordinates seafarer’s employment activities to ensure that competent, experienced, trained, certificated and medically fit seafarers are recruited and retained.
  • Analyses and reports on data regarding sea staff manpower, monitors KPIs & recommends changes where required to ensure that future manpower needs, regulatory requirements and client’s expectations are met.

Skills & Competencies                                                                                                         

  • University Graduate with a degree in Maritime HR or related discipline or Master's / Chief.Eng license with recent shore based experience in a similar role. 
  • Significant leadership experience in Crewing/Manning operations (eg, minimum of 10 years of crewing/manning management experience). 
  • Experienced in dealing with diverse groups of people, dealing with trade unions and national authorities. 
  • Has the ability and presence to interact with multinational clients.
